Getting an Aurora IL business license is not a single transaction. The City of Aurora registers businesses and licenses a short list of activities, the State of Illinois collects most taxes, and because Aurora sits in four counties at once, a different county clerk, treasurer and health department may serve the building next door. This guide, written for 2025 returns and the 2026 business year, shows who handles what, in what order, and what it means if you or your family also have ties to India or Canada.
Which counties, townships and ZIP codes make up Aurora?
The city's own GIS township map shows Aurora spread across seven townships in four counties. Your township assessor, your county supervisor of assessments and your school district all depend on where the parcel sits, not on the postal address.
| County | Townships on the city's map | Where to start |
|---|---|---|
| Kane (largest share) | Aurora, Batavia, Sugar Grove | Kane County guide |
| DuPage | Naperville, Winfield | DuPage County guide |
| Will | Wheatland | Will County guide |
| Kendall | Oswego | Kendall County guide |
Aurora's standard ZIP codes are 60502, 60503, 60504, 60505 and 60506, with 60507 and 60598 used for post office boxes. A ZIP code does not tell you the county. Look up the parcel number (PIN) on the city's Property Zoning Search tool or on the county's own parcel viewer before you file anything.
Neighbors: North Aurora and Batavia to the north, Montgomery and Oswego to the south, Sugar Grove to the west, Naperville and Plainfield beyond the DuPage and Will lines.
How do you get an Aurora IL business license?
Aurora pairs a free city registration with activity-specific licenses. Work through these steps in order; the Business Concierge can route questions at any point.
- Choose the legal form. An LLC or corporation is formed with the Illinois Secretary of State. A sole proprietor or general partnership trading under a name other than the owners' own files an assumed name with the County Clerk (see the table below). Our Illinois formation guide covers the choices.
- Register with the Illinois Department of Revenue. IDOR asks you to register on MyTax Illinois (Form REG-1) before you make purchases or sales or hire anyone; online processing is quoted at one to two business days.
- Check zoning before you sign a lease. Submit the city's Land Use Inquiry form; planners answer within three to five business days.
- Register with the city. The Business Registration Ordinance (April 2020) covers for-profit and nonprofit businesses inside city limits, free, through eTRAKiT; home-based businesses are exempt. The page names December 31, 2025 as the free-registration date and is silent on what follows, so confirm with the Business Concierge.
- Add activity licenses. Aurora separately licenses liquor, mobile food units, contractors and peddlers or solicitors, and registers hotel and food-and-beverage tax collectors.
- Pull permits. Structural work, roofing, decks, fences and sheds need permits through the Division of Building and Permits; delinquent city balances can hold up issuance. Signs fall under Chapter 41, amended by the Sign Ordinance approved on December 21, 2021.
- Get the county health permit if you handle food (see below).
Which local taxes apply in Aurora?
| Tax | Rate in 2026 | Who handles it |
|---|---|---|
| General sales tax (state, transit and city combined) | 8.50% from August 1, 2026 | IDOR, through MyTax Illinois |
| Privilege (food and beverage) tax | 1.75% of the price | City Revenue and Collection |
| Hotel occupancy tax | 6% of the room rate | City treasurer |
| Real estate transfer tax | Set by city ordinance | City Finance |
| City or county income tax | None | Not applicable |
Three details matter. First, IDOR's rate file shows the Kane, DuPage and Will portions rose by 0.25 percentage point on August 1, 2026, when the Northern Illinois Transit Authority tax increased in those counties; the Kendall portion did not change. Second, IDOR lists specific DuPage-side street addresses at 9.00%, so use the MyTax Illinois Rate Finder for the exact address. Third, the privilege tax is collected from the customer and filed monthly, due by the last day of the following month. A 2.1% commission rewards timely payment; late payment loses it and adds a 7.5% penalty plus 1.25% monthly interest. Registration needs a bond of three times average monthly liability (minimum $500, maximum $20,000) and renews by July 1.
Hotels register within 30 days of opening and file monthly; one that collects $10,000 or more in a fiscal year must also submit an independent CPA's certified statement within 180 days of year end.
How does property tax work across four counties?
Illinois property tax is billed in arrears. A tax year reflects value on January 1, and the bill arrives the following year. Outside Cook County, property is assessed at 33 1/3% of fair market value, local taxing districts set the levies, and the Illinois Department of Revenue does not administer the tax itself. Disputes go first to the county board of review and then to the Property Tax Appeal Board; the deadline on your assessment notice matters, because after the bill arrives it is generally too late.
| County | 2026 bills (2025 tax year) | Notes |
|---|---|---|
| Kane | Due June 1 and September 1, 2026 | The Clerk's Aurora branch takes check or money order payments; Aurora Township's assessment complaint deadline was October 13, 2026 |
| DuPage | Due June 1 and September 1, 2026 | One bill covers both installments |
| Will | Due June 1 and September 1, 2026 | Bank collection windows ran to those dates |
| Kendall | Due June 9 and September 9, 2026 | Assessment complaints closed October 19, 2026 |
Dates for 2026 taxes payable in 2027 will be announced by each treasurer in spring 2027.
Where do you file an assumed name and get a food permit?
State law (805 ILCS 405) requires the notice to run in a local newspaper once a week for three consecutive weeks, with the first notice within 15 days of filing and proof filed within 50 days. Miss either deadline and the filing is void.
| County | County Clerk filing | Health department for food |
|---|---|---|
| Kane | $10 filing, $1 notary; main office in Geneva | Kane County Health Department, Environmental Health (Aurora and Elgin offices) |
| DuPage | $10 filing; Wheaton, in person or by mail | DuPage County Health Department, Food Safety program |
| Will | $10 filing, in person or by mail in Joliet | Will County Health Department, Environmental Food Safety |
| Kendall | $5 filing at the Clerk and Recorder in Yorkville | Kendall County Health Department (food facilities, food trucks, temporary events) |
Aurora's mobile food rules confirm the pattern: you need a health permit from the county where you operate.
Where can owners get local help?
- Business Concierge for site, licensing and financing questions, and the Aurora Regional Economic Alliance, listed by the city under Business Support, which focuses on workforce development and on small, minority and women-owned businesses.
- Illinois SBDC at Waubonsee Community College, with no-cost advising at its Aurora campus and by video, 10-week Business Growth and New Venture academies, and services in Spanish.
- Aurora Regional Hispanic Chamber of Commerce and the Kane County Economic Development Corporation, both named as local partners by neighboring North Aurora.
What does Aurora's Indian-American and international community need to know?
The Census Bureau's ACS 2020-2024 estimates count about 12,100 residents (margin of error roughly 1,200) as Asian Indian alone or in combination, around 6.7% of the city's 179,898 people. About 9,100 residents were born in India, and 26.4% of residents are foreign-born. Many households therefore combine a U.S. job or business with Indian family, property or accounts.
On an H-1B, L-1 or student visa, your first-year filing depends on residency status (visa questions themselves belong with an immigration attorney); start with the residency tests and the first-year newcomer return. If you own an Aurora business with partners abroad, see foreign-owned LLC rules and employer registrations.
Which cross-border issues come up most for Aurora residents?
- Indian bank and investment accounts. NRE, NRO and demat accounts count toward FBAR and Form 8938 once thresholds are met; see US taxpayers with India income and assets.
- India property. Rent, sale gains and TDS follow Indian rules, and U.S. credit rules apply on top. Start with NRI property ownership and FEMA rules.
- Mutual funds. Indian and Canadian funds can be PFICs for U.S. holders; see Form 8621.
- Canadian ties. Former Canadian residents may hold RRSPs or TFSAs; see RRSP, RRIF, TFSA and RESP treatment and the US-Canada treaty guide. Canadian residents with Aurora property or a U.S. business should read Canadians living in the US.
- Three-country families. Foreign account reporting across the three countries shows how FBAR, T1135 and Schedule FA line up with your India CA and Canadian CPA.
Worked example: a new restaurant in the 60504 ZIP code
Rahul and Priya lease 1,500 square feet, form an LLC, register with IDOR and the city, and submit a plan review to the health department that serves the parcel. Suppose monthly taxable food and drink sales are $60,000. The privilege tax collected is $60,000 x 1.75% = $1,050. Filing on time earns a 2.1% commission of $22.05, so they remit $1,027.95. The bond is three times the monthly liability, or $3,150. Sales tax at 8.50% on the same sales is $5,100, filed separately with IDOR. The numbers are illustrative only.
Mistakes to avoid
- Assuming the Aurora mailing address means Kane County.
- Using a pre-August 2026 sales tax rate, or ignoring address-specific business-district rates.
- Signing a lease for a liquor-serving business before checking distance rules, parking and zoning.
- Leaving Indian accounts off a U.S. return because the balances were "small".

Frequently asked questions
Do I need a business license for a home-based business in Aurora?
The city's registration page exempts home-based businesses, but zoning still limits what you can do at home. Send a Land Use Inquiry before taking clients, and register with IDOR if you sell taxable goods.
What is the sales tax rate in Aurora IL in 2026?
IDOR's rate file lists 8.50% combined for general merchandise from August 1, 2026, with higher rates at certain business-district addresses in the DuPage part. Check the exact address in the MyTax Illinois Rate Finder.
Which county do I pay property tax to if my address is in 60504?
The ZIP code cannot answer that. Find your PIN and see which county and township the parcel is in, then pay that county's treasurer.
Do I need both a city and a state liquor license?
Yes. The city and the Illinois Liquor Control Commission run separate applications, and the city also asks for county health, tax-registration and server-training documents.
