The most common surprise about an Oswego IL business license is that the village stopped requiring ordinary businesses to register in March 2023. What it still asks for is zoning confirmation, an occupancy certificate for every commercial space, and separate licenses for a defined list of activities. Oswego also taxes home buyers through a transfer stamp, runs a food truck licensing system with set fees, and sits mainly in Kendall County with a Will County fringe. This guide to ZIP code 60543 explains each piece for 2026.
Which Oswego IL business license do you need?
Start with what the village no longer requires: home and commercial businesses do not have to register. Then work through three checks.
- Zoning. Confirm the district and permitted use for the address before you commit to a lease.
- Occupancy certificate. File the Business Occupancy Permit Application with the Building and Permits Department. Every commercial business needs one.
- Activity license. The Village Clerk's list covers bed and breakfast, bodyworks, coin-operated amusements, farmers markets, fireworks, liquor, food trucks, pawnbrokers and secondhand dealers, raffles, short-term rentals, special events, tattoo and body piercing, tobacco and video gaming.
A Business Concierge program pairs small businesses with Development Services and Economic Development staff during permitting. For the statewide checklist, see Illinois local licenses, permits and zoning.
What do food trucks pay in Oswego?
Rules differ by property. On private property, with the owner's consent, no village license is needed, and a Kendall County Health Department permit is required only when selling to the general public. On public property, a truck needs both the county permit and a village license: a $200 application fee covering one truck, plus a $100 background check for each operator, valid for one year. Public-property sales run from 6 a.m. to 8:30 p.m., and trucks are barred from part of Main Street, part of Washington Street and the zone within 200 feet of schools during school hours.
What local taxes does Oswego levy?
The village lists a real estate transfer tax on buyers, electric tax, food and beverage tax, gas use tax, gas utility tax, grocery tax, hotel and motel tax, motor fuel tax, telecommunications tax, property tax and sales tax. Its tax page names them without giving each rate, so request a rate sheet from Finance before you budget.
| Tax | Detail (2026) |
|---|---|
| General sales tax | 8.50% combined, Kendall and Will sides |
| Qualifying groceries | 1.00% (Kendall side), 2.00% (Will side) |
| Real estate transfer tax | $3 per $1,000 of sale price, paid by the buyer; approved by referendum on June 28, 2022 |
Oswego's 8.50% reflects its home-rule status: the Illinois Constitution makes municipalities of more than 25,000 people home rule units. The Kendall figure has been in place since January 2016; the Will figure rose from 8.25% with the August 1, 2026 transit tax increase. Neighbors such as Yorkville and Montgomery are at 8.25%. See Illinois sales and use tax registration and filing.
How does property tax work in Oswego?
The village states that every Oswego resident lives in Oswego Township or Bristol Township, both in Kendall County. Unincorporated areas such as Boulder Hill have Oswego mailing addresses but do not pay village taxes or receive village services. Kendall County's 2026 assessment notice used a January 1, 2026 valuation date, a 33.33% required level of assessment and an equalization factor of 1.0000 for Oswego and Bristol townships; the final complaint filing date was October 19, 2026. Kendall's 2025 taxes payable in 2026 were due June 9 and September 9, 2026, with a monthly penalty of 1.5% after each date. The county's bill formula is final equalized assessed value, less exemptions, times the current rate. Compare the calendars in the Kendall County guide and Will County guide.
Where do assumed names, health permits and utilities go?
- Assumed name. The county clerk where the business sits: Will County Clerk in Joliet ($10, in person or by mail) or the Kendall County Clerk and Recorder in Yorkville ($5). Notice runs in a newspaper once a week for three weeks. See Illinois assumed names and county clerk filings.
- Food permit. Kendall County Health Department, or Will County Health Department for a Will-side address.
- Utilities. The village maintains water and sewer lines, Fox Metro treats sewage, ComEd supplies electricity, Nicor supplies gas and Groot collects garbage.
What help and incentives exist?
The Oswego Area Chamber of Commerce is based on Jackson Street downtown. The village's incentive menu includes a revolving loan fund, an Economic Incentive Award of up to $40,000 per year in the downtown TIF district, partial building permit fee waivers and case-by-case tax abatement. For free advising, the Illinois SBDC at Waubonsee Community College in Aurora is the nearest center.
What do Oswego's international households need to consider?
The ACS 2020-2024 estimates put Oswego at 36,375 residents, roughly 14% foreign-born and about 2.6% Asian Indian (around 950 people, with a wide margin of error). Households often combine a U.S. job with family obligations abroad. Gifts or inheritances from parents in India raise Form 3520 questions; Indian bank balances raise FBAR questions; and former Canadian residents face RRSP and TFSA rules.
Worked example: buying a new house in Oswego
A family buys a house for $400,000. The transfer tax is $3 x 400 = $1,200, paid by the buyer before the deed is recorded. If the buyers already own and have lived in an Oswego home for at least 12 months and are buying a new primary home in the village, they can request an exemption and owe nothing. Property tax on the new home follows the Kendall formula: with a hypothetical equalized assessed value of $130,000 and a rate of 9.5 per $100, the bill is $12,350. Numbers are hypothetical.
Errors that cost owners time
- Looking for a business registration form that no longer exists.
- Opening a commercial space without an occupancy certificate.
- Running a food truck on public property without both the county permit and village license.
- Overlooking the buyer-paid transfer stamp at closing.
