See the Canada 2026 tax changes: the 14 percent federal rate, 2026 RRSP and TFSA limits, the new Groceries and Essentials Benefit and what newcomers should do.

October 8, 2026 · 4 min read

The biggest Canada 2026 tax changes are a lower bottom federal rate, 2 percent indexation of personal amounts, a capital gains inclusion rate that stays at one-half, and a renamed benefit that now replaces the GST/HST credit. If you are a resident, a newcomer from India or the United States, or a U.S. citizen living in Canada, this is what changed and what to do about it.

What are the main Canada 2026 tax changes for individuals?

Provincial rates apply on top of these federal numbers, so your combined rate depends on where you live. The Canadian tax year and filing deadlines guide explains the calendar.

What is the Canada Groceries and Essentials Benefit?

The CRA says the GST/HST credit was renamed the Canada Groceries and Essentials Benefit (CGEB) as of July 2026, with payments in January, April, July and October. The 2026 dates were January 5, April 2, July 3 and October 5, and the CRA notes a 25 percent increase for five years starting July 2026, with indexation resuming in 2027.

Eligibility follows the old GST/HST credit rules, based on residence for tax purposes and family net income. Most people do not apply and simply file each year, even with no income. Newcomers are the exception: before you file your first return, apply using Form RC151, plus Form RC66 if you have children and want the Canada child benefit. See our credits and benefits guide.

What should newcomers do in their first year?

  1. Check your residence date. For most newcomers, residence for tax purposes starts the first day you live in Canada.
  2. Apply for the CGEB and Canada child benefit before filing. Temporary residents with a valid permit can start receiving the child benefit in the 19th month of residence.
  3. Prepare a statement of income for income earned outside Canada for up to two years before arrival, converted to Canadian dollars.
  4. Count foreign property. If specified foreign property such as an Indian bank account, mutual funds or a U.S. brokerage account cost more than CAD 100,000 at any time, Form T1135 applies.
  5. File by April 30 following your arrival year; the full checklist is in the newcomer first-year guide.

How do the savings limits and capital gains rules work?

Registered plans keep growing. RRSP room is based on 18 percent of the previous year's earned income up to the dollar limit, and the deadline for 2026 contributions falls in the first 60 days of 2027 (the 2025 deadline was March 2, 2026). The Finance Canada release of September 2026 confirms that the government cancelled the proposed capital gains inclusion rate increase and increased the lifetime capital gains exemption limit to $1.275 million for eligible entrepreneurs. See RRSP, TFSA, FHSA and RESP and capital gains.

What is still proposed rather than law?

The same release proposes a Productivity Mega Deduction, giving immediate expensing for most depreciable property acquired on or after September 15, 2026. It is a proposal pending draft legislation, so do not rely on it for a purchase decision without your Canadian CPA.

How do these changes affect U.S. and Indian ties?

U.S. citizens in Canada may see slightly less Canadian tax available as a foreign tax credit when rates fall. People with Indian income should still reconcile Canadian, U.S. and Indian filings; read foreign tax credits across three countries.

Frequently asked questions

Did the capital gains inclusion rate increase take effect?

No. The proposed increase was cancelled, and the inclusion rate stays at one-half.

When are CGEB payments made?

Quarterly. The 2026 dates were January 5, April 2, July 3 and October 5. The CRA's page lists only 2026 payments, so check your CRA account for 2027 dates.

What is the 2026 RRSP limit?

The dollar limit is $33,810 for 2026, but your personal room depends on earned income and your notice of assessment.

Do newcomers owe Canadian tax on income earned before arrival?

Generally not on that income, but the CRA asks newcomers to report outside income for up to two years before arrival, and the report supports benefit calculations.
